Why Won't Anyone Refill My Old Fire Extinguisher?

You brought in a fire extinguisher that's been sitting in your garage or under the sink for years, ready to pay for a quick recharge, and the technician hands it back to you instead. No recharge. Sometimes not even an explanation beyond "we can't do this one."
It feels like a runaround. It isn't. There's a specific reason behind almost every refusal, and once you know what techs are actually checking for, the "no" makes a lot more sense.

It's Not About the Money
The first assumption people make is that the shop just wants to sell a new unit instead of doing the cheaper recharge. That's understandable, but it's almost never the actual reason.
A recharge only takes a few minutes of labor and some inexpensive agent. If a shop could safely recharge your unit, it usually would. The refusal is almost always about the cylinder itself, not the sale.
The Real Reasons a Tech Says No
1. It failed the visual inspection.
Before any recharge, a tech inspects the cylinder for corrosion, dents, rust, and damage to the threads or valve. Any of these can mean the tank can't safely hold pressure again. Recharging a compromised cylinder doesn't just risk a slow leak. It risks a cylinder failure under pressure, which is exactly the outcome an inspection exists to prevent.
2. It's overdue for hydrostatic testing.
Extinguisher cylinders need a hydrostatic test (a pressure test that checks the tank itself, not just the contents) on a set schedule, often every 5 or 12 years depending on the type. If your unit is past that window, a recharge alone isn't enough. The tank needs to pass hydro-test first, and a tech can't simply skip that step just because you're standing there asking for a refill.
3. The model is obsolete or no longer supported.
Some older extinguisher models were discontinued years ago, and manufacturers stopped producing replacement valves, gauges, or O-rings for them. Without OEM parts, a tech literally cannot recharge the unit to spec, even if the cylinder itself is fine. This is common with extinguishers that have been sitting unused for a decade or more.
4. The pin or seal is missing, and the history is unknown.
If the tamper seal is broken and the pin is gone, a tech has no way of knowing whether the unit was discharged, partially used, or tampered with at some point. That uncertainty alone can be enough to decline a recharge until the cylinder is fully inspected and tested from scratch.
5. It's the wrong type for what it's being recharged as.
Occasionally a unit gets brought in for the wrong reason entirely, like trying to recharge a one-time-use disposable extinguisher that was never designed to be refilled at all. These exist, and they're not a sign of a bad shop turning you away. They're a sign the unit was never rechargeable to begin with.
"So What Am I Supposed to Do Now?"
If your unit gets turned down, you have two real options, and neither one means starting over.
Ask why, specifically. A good shop will tell you exactly which of the reasons above applies to your unit, not just "we can't do this one." If you don't get a clear answer, that's worth noting.
Replace it instead. In most cases, especially with older or obsolete models, replacing the unit costs less than people expect and guarantees you're starting with something that's fully certified, not something patched together from a unit that already failed inspection once.

Customers who hear "it failed hydro-test" or "we can't get OEM parts for this model anymore" walk away understanding the call. Customers who just hear "no" walk away assuming you're upselling them. Before you bring in a unit for recharge, know what a tech is checking for:
- Visual inspection: corrosion, dents, rust, and thread or valve damage all disqualify a cylinder from recharge
